1. Preface
Over the years of its existence, the National Aerospace University "Kharkiv Aviation Institute" (hereinafter - the University) has transformed from a narrow-profile technical institution of higher education into a multi-disciplinary, innovation-oriented institution of higher education of an international level.
Today requires the University to take into account changes in Ukrainian society in its activities and to respond in a timely manner to external challenges to support sustainable development. Therefore, the activities of the University are distinguished by the quality of providing educational services, strong academic energy, problem-based research aimed at the needs of the aerospace industry, aviation transport, communities, interaction and effective cooperation with leading research institutions, educators and the business community of the region.
The university maintains close multi-vector relations with industrial enterprises, institutions that are part of the infrastructure of various types of transport, including aviation.
Taking into account the needs of the aerospace industry and aviation transport in the creation of a system of training personnel of the first, second and third level of higher education and for the purpose of further specialization of training, it is necessary to take into account the needs of aviation transport in the legal security of the activity of its infrastructure and other subjects of financial and economic activity, the introduction of within the framework of the specialty 081 "Law" of the second - master's level of higher education of the new specialization for training specialists in: "Legal security of air transport infrastructure and other subjects of financial and economic activity"; "Legal support of international aviation activity" in specialty 081. The specified specializations will allow persons who receive the degree of "Master of Law" to work in the structural units of the aviation transport infrastructure and other subjects of financial and economic activity. The purpose of the introduction of the specified program is the formation of the entire cycle of training of specialists in the field of law: bachelor's-master's-doctor of philosophy.
In order to realize this goal, we consider it necessary to develop a strategy for the development of the Department of Law (No. 702) for 5 and 10 years. At the same time, the first 5 years are the creation of the basis for the development of the specialty 081 Law, obtaining the relevant licenses, the organization of an effective personnel policy, and the following 10 years are related to the implementation strategy of the started areas of activity.
Goal and tasks for 5 and 10 years
The purpose of the strategy is to systematize the actions of the structural divisions of the University and all participants in the educational process in order to form an effective flexible model of education and develop the latest approaches to training personnel in legal and administrative security for divisions of the aviation infrastructure and aerospace industry of the first, second and third levels of higher education , discovery of doctoral studies, advanced training, organization of mutual internships with foreign partners.
Task:
- creation of a unique scientific and educational profile by updating the content and forms of organization of the educational process, improving educational and methodological, scientific and material and technical support, which meet the requirements of national standards of higher education and take into account international standards of education and international experience of the organization of the professional education system.
- the creation of unique technologies for the training of scientific and practical personnel by preserving traditions and developing new areas of cooperation in work with structural divisions of aviation transport and the aerospace industry.
- organization of close scientific cooperation with leading institutions of higher education and law faculties of Ukraine, foreign institutions of higher education and international educational organizations, international institutions and funds for promoting the reform of professional education of aviation transport and security specialists.
- the organization of close cooperation with the structures of air transport of Ukraine, wide dissemination of the atmosphere of initiative, innovative development and diversification of the material and technical base of the University.
- implementation of a dual system of personnel support for the educational process by improving the work on accompanying University graduates and modernizing the internship system of scientific and pedagogical workers.
- preservation and strengthening of the quality potential of scientific and pedagogical personnel, introduction of a comprehensive gender approach to the policy of development of personnel potential.
- implementation of an effective policy on the release of printed mass media and printed products into the world.
Expected implementation results
- the specialized scientific and educational profile of the University, focused on the combination of traditional and new and non-standard forms of organization of the educational process and technological innovations in the professional training of personnel for legal and administrative security of divisions of aviation infrastructure and the aerospace industry.
- unique educational technologies for the training of scientific personnel and legal experts, which are based on own organizational and pedagogical developments, joint solutions with the divisions of the aviation infrastructure of Ukraine, and are aimed at training highly qualified and competitive specialists with fundamental higher education, who will possess high intellectual abilities and professional competences in the field of professional training of personnel for legal and administrative security of aviation infrastructure units.
- current scientific research that ensures the generation of advanced legal and innovative knowledge and the effective implementation of their results in the educational process, the activities of the air transport units of Ukraine, territorial communities and society as a whole.
- a diversified material and technical base: the availability of comfortable conditions for study, work and recreation, a developed and constantly updated base of special training grounds, tactical towns, laboratories, simulators and training classrooms, stadiums, etc. High efficiency of using the property complex of the University in the educational process.
- an active dual system of personnel support for the educational process: implementation together with aviation infrastructure units of educational programs with the involvement of persons with more than 5 years of practical experience in the specialty.
- high adaptability to changes due to a flexible organizational structure, continuous professional development of scientific and pedagogical personnel, their dedication to the University, understanding and support of its mission, compliance with ethical norms and rules of conduct of a scientific and pedagogical worker.
