1. General regulations
1.1 Regulations on distance education (hereinafter - Regulations) were established in accordance with the Law of Ukraine "On Higher Education" № 1556-VII dated 01.07.2014; the Decree of the President of Ukraine "On the National Strategy for the Development of Education in Ukraine for the period till 2021" № 344/2013 dated 25.06.2013; the Order of the Ministry of Education and Science of Ukraine № 903 dated 02.12.2004 "On approval of the Rules for the use of computer programs in educational institutions"; the Order of the Ministry of Education and Science of Ukraine № 369 dated 15.05.2006 "On approval of temporary requirements for pedagogical software"; the Order of the Ministry of Education and Science of Ukraine № 466 dated 25.04.2013 “On approval of Regulations” (as amended in accordance with the orders of the Ministry of Education and Science of Ukraine №660 dated 01.06.2013, №761 dated 14.07.2015); the Order of the Ministry of Education and Science of Ukraine № 910/23442 dated 07.06.2013 "On Amendments to Regulations"; the Order of the Ministry of Education and Science of Ukraine №1518 dated 30.10.2013 "On approval of the Requirements for higher education institutions and institutions of postgraduate education, scientific, educational and research institutions that provide distance learning educational services for the training and retraining of specialists in accredited areas and specialties"; Regulations on distance learning at National Aerospace University «Kharkiv Aviation Institute» (hereinafter - the University).
1.2 Regulations define the basic principles of organization and introduction of distance learning (hereinafter - Dual form of education) at the University.
1.3 Requirements of Regulations are mandatory for all structural units of the University, which ensure and provide educational services for distance learning in higher education (HE).
1.4 The purpose of the Dual form of education is to provide educational services in the educational process using psychological and pedagogical, informational and communicational technologies (ICT) for students in relevant educational or research programs at all levels of higher education as well as when conducting classes via the Internet during quarantine; attending additional (optional) classes; students studying during illness; carrying out research works; participating in online Olympiads, competitions; receiving consultations for training and retraining of scientific and pedagogical workers from the University and other educational institutions and third-party organizations.
Distance learning (DL) is implemented at the University by organizing a distance (part-time and distance) separate special form of education based on the use of distance learning technologies (DLT). DL involves the organization of the educational process by means of an automated DL system Mentor.
1.5 The main tasks of the Dual form of education are:
- ensuring the constitutional right of citizens for HE regardless of gender, social and property status, type and nature of occupation, state of health and place of residence (temporary stay);
- ensuring the quality and efficiency of the educational process during distance learning as a separate form of education or in the case of Dual form of education in the educational process of full-time students in the periods determined by the Academic Council of the University;
- expanding the opportunities for students and participants to access quality learning in relevant programs;
- ensuring the individualization of the educational process in accordance with the needs, characteristics and capabilities of learners;
- creating additional opportunities for communication of scientific and pedagogical workers with students (participants), and students (participants) among themselves within the limits of active and creative mastering of the curriculum;
- ensuring quality control of education.
1.6 In the Regulations, terms and concepts are used in the following meanings:
- distance education is an individualized process of obtaining HE, which occurs mainly through the indirect interaction of remote participants of the educational process in a specialized environment that operates on the basis of modern psychological and pedagogical technologies and ICT, which provides the opportunity for students to obtain documents on the relevant educational or educational qualification level;
- distance learning technologies are a set of educational technologies, including psychological and pedagogical, informational and communicational technologies, which provide an opportunity to implement the process of Dual form of education;
- psychological and pedagogical distance learning technologies are a system of tools and techniques, the consistent implementation of which ensures the execution of learning, training and personal development tasks;
- informational and communicational distance learning technologies are technologies of creation, accumulation, storage and access to web resources (electronic resources) of educational disciplines, and also maintenance of the organization and support of educational process by means of the specialized software and means of informational and communicational connection, including the Internet;
- distance learning web environment is a systematically organized set of web resources for educational purposes, software for their management and management of DL;
- web resources of the discipline are a set of electronic educational information and teaching aids necessary for mastering the discipline, which is available to students (participants) via the Internet (local network) using a web browser and/or other software;
- DL system Mentor is a set of software for creating, storing, accumulating and transmitting web resources to students (participants) as well as providing access of DL parties (teachers, administrators, web resource developers) to these web resources;
- DL course is web resources of the discipline, combined with a single pedagogical scenario, designed to organize individual and group learning of students (participants) using DL technologies;
- asynchronous DL mode is the interaction of students (participants) with teachers (methodologists, administrators), teaching aids with a delay in time using DL system Mentor, e-mail, forums, messengers, social networks, etc.;
- synchronous DL mode is the remote interaction of students (participants) with teachers, teaching aids, during which all participants are simultaneously present in DL system Mentor (audio and video conferencing, messengers, social networks, etc.).
1.7 DL parties are: students, assistants, teachers, a teacher-organizer, methodologists, administrators.
Studentsare citizens of Ukraine, foreign citizens or stateless persons who live (temporarily stay) in any place of Ukraine or abroad, who study at the University at the relevant educational or educational qualification level.
Students, participants learning using DL must:
- be able to use a computer and modern informational and communicational technologies at a level that allows students to perform all the necessary elements of learning using DL technologies (which can be verified by pre-learning testing using DL technologies);
- have access to the Internet and web services that provide participation in the educational process in synchronous and asynchronous modes.
The assistantis a research and pedagogical staff member (may work as an assistant or senior lecturer), who with the consent of the University may provide the educational process as their functional responsibilities, being anywhere in Ukraine or abroad, in the presence of telecommunications with the University and students.
According to the pedagogical workload, the assistant is responsible for conducting practical or laboratory classes.
The assistant as a participant of the educational process using the DL technologies has no right to teach and edit a DL course, but must evaluate the knowledge of students on the results of practical and laboratory classes, tasks, tests.
The teacheris a research and pedagogical staff member (may work as a senior lecturer, associate professor or professor), who with the consent of the University must provide the educational process as their functional responsibilities, being anywhere in Ukraine or abroad, in the presence of telecommunications with the University and students. The teacher is responsible for conducting lectures, practical or laboratory classes in accordance with the pedagogical workload, and is also the head of course and qualification projects.
The teacher as a participant of the educational process has the right to create, edit and teach DC (distance course), evaluate students on the results of practical and laboratory classes, tasks, tests.
The teacher-organizeris responsible for the DL at the department, appointed by the head of the department. In cooperation with teachers, the teacher-organizer monitors the preparation of DL materials by the departments of the faculty, if necessary, edits the course element in the DL system Mentor according to a certain educational or educational qualification level, specialty, specialty curriculum and appoints teachers for course study groups. If necessary, the teacher-organizer provides consultations for department teachers on the specifics of creating, editing and filling the DC in DL system Mentor.
The employee of the department of DL technologies performs the following functions: registers users in agreement with the administrator of DL system Mentor. Creates groups of students and forms lists of groups. If necessary, edits the course element in the DL system Mentor in accordance with the curriculum of a particular specialty and appoints teachers for this course.
Guided by the semester curricula of disciplines and their annexes, they create categories of the DC for the relevant educational programs and appoint groups of students, teachers, assistants and teachers-organizers or remove them from the courses, if necessary.
They provide consulting assistance to teachers in the development and placement of components of electronic educational and methodological complexes and courses for the DL system Mentor; develop educational and methodological recommendations for the DL system Mentor users, in particular methodological support for the development of DC by teachers, place them in authorized access and distribute them to users.
The administratoris an employee of the learning and support staff, who performs the following functions: carries out work on the development, implementation, maintenance and updating of software and information support of the DL system Mentor. He/ She assigns authorized access of users to the DL system Mentor in the computer networks of the University and the Internet.
He/ She supports uninterrupted operation of software and information support of the DL system Mentor.
He/ She administers databases and software, namely: data backup, protection against unauthorized access and computer viruses; tracks development trends, international and domestic experience in using ICT in the informational and educational environment of obtaining HE.
He/ She provides consulting services to all the DL system Mentor users; administers and upgrades messages of the DL system Mentor users, summarizes the experience of use and places additional informational materials on the DL system Mentor website.
In case of changes in the operation of the DL system Mentor (due to software updates, etc.) during the day the administrator provides mandatory information to users in the news block on the DL system Mentor website.
He/ She conducts seminars on modernization of the structure and content of DC, round table discussions and workshops on the exchange of experience in solving problems of using DL technologies in the educational process.
He/ She systematically reports on the state of DC development, the use of the DL system Mentor in the educational process to the University administration.
2. Implementation of the distance learning process
2.1 Dual form of education is implemented at the University in accordance with Article 49 of the Law of Ukraine "On Higher Education".
2.2 Dual form of education can be applied at the University:
- as a separate form of education for citizens of Ukraine and foreign citizens, which provides for the possibility of obtaining documents on the relevant educational level by students;
- as a mixed form of education in the educational process of full-time and part-time students for independent mastering of teaching aids in accordance with the discipline curriculum; when conducting classes via the Internet during quarantine; attending additional (optional) classes; students studying during illnesses; carrying out research works; participating in distance Olympiads, competitions; receiving consultations, etc.;
- for persons with special needs; persons wishing to gain additional knowledge along with studying at the University; persons temporarily or permanently residing abroad;
- for training and retraining of scientific and pedagogical workers from the University and other educational institutions and third-party organizations.
2.3 Dual form of education at the University is carried out at all levels of education, educational programs in a particular specialty, for which the University provides educational services.
2.4 The procedure for enrollment in the Dual form of education is determined by the Rules for Admission to the University.
2.5 The curriculum for a particular educational program for Dual form of education in terms of content and structure corresponds to the curriculum for the full-time form of obtaining HE. The list of compulsory educational components, their numbers in ECTS credits, the sequence of teaching and the forms of final control should coincide with the curriculum for the full-time form of obtaining HE.
2.6 The period of study for students (participants) in the Dual form of education in the educational process is determined by the Academic Council of the University and should be not less than the full-time form at the relevant educational qualification levels in a particular specialty.
2.7 Classes schedule in the Dual form of education is approved according to the procedure adopted at the University and is brought to the notice of all parties of the distance learning process.
2.8 The number of students (participants) enrolled in the Dual form of education is determined by the graduating department within the licensed scope of training (retraining, advanced training, specialization) and/or within the licensed scope of preparation for admission to a higher educational institution for the training of foreigners. In this case, the standard number of students and participants of distance learning at the University must be at least one teacher per eighteen students (participants) in accordance with the order of the Ministry of Education and Science of Ukraine №466 dated 25.04.13 "On approval of Regulations".
2.9. The autonomy of the teacher must be ensured by academic freedom, including the freedom of free choice of forms, methods and teaching aids that correspond to the educational program, in order to implement author's methods using DL technologies.
2.10. The workload of the teacher, which provides the Dual form of education for students, is calculated in accordance with the curriculum and classes schedule at the University, but should be not less than in the full-time form of education.
2.11. The list of the web resources content of educational disciplines, necessary for maintenance of the Dual form of education, is defined by the teacher according to the maintenance of the working program of educational discipline. The DL University system Mentor is used to provide the Dual form of education for students.
2.12. The list of DC disciplines required to provide the Dual form of education is determined by the graduating department of the University, depending on the profile of the discipline.
2.13. The organization and implementation of DL at the University is carried out by the department of distance learning technologies.
2.14. Web content is checked by the relevant scientific and methodological commission of the University.
2.15. All intellectual property rights over the DC, developed by employees of the University, in accordance with the Collective Agreement and the Law of Ukraine "On Copyright and Related Rights" belong to the University.
3. Organizational features of the distance learning process
3.1. The basis for the organization of the Dual form of education are curricula for certain specialties and work programs of academic disciplines.
3.2. Studying in the Dual form of education begins in accordance with the calendar schedule of the educational process at the University and the classes schedule in the Dual form of education.
3.3. Developed distance courses in academic disciplines are placed in the DL system Mentor no later than one month before the start of the educational process.
3.4. The educational process in the Dual form of education is carried out in the following forms: individual work; classes; practical training; monitoring activities.
3.5. All types of classes in the Dual form of education are conducted with students (participants) remotely in synchronous (video conferencing, chat) and asynchronous modes according to the schedule.
3.6. Obtaining educational materials, communication between the DL parties during classes are provided by using video, audio, graphic and textual information in synchronous or asynchronous modes.
3.7. Individual work is one of the main organizational features of the educational process in the Dual form of education. Requirements for self-study of a particular discipline’s educational material are determined by the work program, guidelines, instructions and tasks contained in the DC on the discipline.
3.8. Students’ individual work includes the study of basic and additional teaching aids in different versions:
- performing individual, control, practical, test and other kinds of tasks;
- performing course projects, writing course papers, thematic abstracts;
- working with interactive textbooks and teaching aids, including online or stand-alone multimedia electronic textbooks and workshops.
3.9. The main types of classes in the Dual form of education are: lectures; seminars; practical training; internship; individual work (control tasks); qualification work; consultations and other types of classes.
3.10 Lectures using DL technologies are usually conducted in synchronous mode, in group mode or individually according to the needs of the educational process. In some cases, lectures are allowed to be held in asynchronous mode. Lectures can be executed in two main versions: video conferencing and video recording of the lecture in synchronous or asynchronous modes using the DL system Mentor.
3.11. Practical training, which involves practical (control) work, takes place remotely in a synchronous mode. Some practical tasks can be performed in an asynchronous mode, which is determined by the work program of the discipline.
3.12. Laboratory sessions are conducted in person in specially equipped training laboratories.
3.13. Individual tasks (course projects and papers, calculation and graphic work, abstracts) are performed in accordance with the calendar schedule of studying DC in a particular discipline.
3.14 Reports on the results of practical work, individual tasks are sent to students according to the calendar schedule of the DC study in a particular discipline and uploaded to the source "Tasks" of the DL system Mentor, but no later than the deadline set by the course teacher. All reports on a particular work uploaded by students must be reviewed (verified) by teachers. Review results (comments, information on the need for redoing, refinement of materials, etc.) must be submitted by teachers of the relevant disciplines to students using the DL system Mentor before the beginning of the week of final control according to the schedule of the educational process.
3.15. Consultations in the Dual form of education are conducted synchronously (videoconferencing, chat) or asynchronously using the DL system Mentor in accordance with the calendar schedule of studying DC in a particular discipline. During consultations, students receive answers from the teacher to specific questions or explanations of certain theoretical regulations or aspects of their practical application as well as the execution of individual tasks. Consultations can be individual or group.
3.16. Other types of classes in the educational process include business games, project implementation in groups and more. These types of classes can be held in person or remotely in synchronous or asynchronous modes, which is determined by the work program of the discipline.
3.17 When organizing the educational process using the Dual form of education, the main tool to assess the process and learning results are the evaluation criteria defined by the work program, which is governed by the regulation "On rating of students’ achievements" СУЯ ХАІ-НАВ-П/003:2018.
3.18. Monitoring activities (format and schedule) of the discipline in the training of specialists in the Dual form of education at the University include modules, midterms and other types of control defined in the work program of the discipline.
3.19. Modules.
3.19.1 At the beginning of the study of the relevant discipline, students (participants) are informed about the availability of the work program of the discipline, which provides the criteria for evaluation and distribution of grades received by the students.
3.19.2 Modules using DLT provide determination of modular learning results by the teacher and self-control of the education quality by students.
3.19.3 When grading modules, the following shall be evaluated: the level of mastering theoretical knowledge and practical skills on the topics included in the modules content:
- self-study;
- performance of calculations, laboratory and control works;
- performance of interactive tasks for in-depth study or test;
- performance of individual or group tasks of a certain form of reporting with feedback;
- formation of the conceptual apparatus of the discipline;
- consideration of discussion issues in an asynchronous mode (forum, chat);
- preparation of encyclopedic or abstract articles on a given or arbitrary issue;
- formation of a database of academic discipline according to the principles of hierarchical systematization of the conceptual apparatus;
- evaluation of the discipline quality.
3.19.4 Modules in the Dual form of education can be carried out by the following means (synchronously or asynchronously):
- automated tests for control and self-control of the students’ learning results;
- multilevel individual and group tasks of a certain form of reporting (report, presentation, project, video, etc.) with feedback on the verification of students’ educational achievements on the material being studied;
- evaluation by the teacher of the interaction and communication between the Dual form of education parties in asynchronous and synchronous modes through a chat, forum, survey, questionnaire, etc.;
- the task of mutual evaluation of knowledge carried out by the Dual form of education parties in relation to each other;
- evaluation by the teacher of the results of team work between the Dual form of education parties using glossaries, wiki, disciplines databases, etc.
3.19.5. All the interim results of modules evaluation using DLT for each monitoring activity are estimated by the teacher. Grades are recorded automatically or directly by the teacher in the electronic grades journal in the DL system Mentor and integrated into the Pilot system.
3.20 Midterms.
3.20.1 Midterms in the Dual form of education can be carried out in the form of a test or exam, which is determined by the curriculum of a particular specialty.
3.20.2 Final control of academic performance in a particular discipline (exam, test) can be carried out using remote technologies in video conferencing or in person.
3.20.3 The total number of points for the results of students’ academic performance is defined as the sum of points according to the quantitative evaluation criterion for the work program of the discipline; or midterms (credit, exam) are conducted in case of the student’s refusal of the points of current control and in the presence of admission to the credit/exam. During the midterms (credit, exam), the student has the opportunity to receive a maximum of 100 points.
3.20.4 Prior to the midterms, the teacher holds a consultation using video conferencing systems according to the approved schedule of consultations of the examination session.
3.20.5 The final midterms in the Dual form of education is carried out exclusively using video conferencing system according to the approved schedule of examination session.
3.20.6 Test questions of various complexity, typical and complex open tasks that require a creative answer and the ability to systematize the acquired knowledge and apply them in solving practical problems are included in the exam.
3.20.7 The list of exam questions and tasks, the criteria for their evaluation are determined and approved by the guarantor or the scientific and methodological commission. Exam questions and tasks must be specific, understandable to students and must correspond to the competencies being tested.
3.20.8 The final midterms should be created as a complex task in the form of a separate section of the relevant DC in the DL system Mentor, which contains brief instructions for students on the online exam features, criteria for evaluating midterms and videoconference link.
3.20.9 Prior to the beginning of the midterms, the students are obliged to pass personal identification by videoconference, the link to which is located in the relevant section of the DC in the discipline using a passport or student card.
3.20.10. The tasks in the exam card are random and include diagnostic (computer tests) and open tasks, which involve solving typical professional tasks of a specialist in the workplace and allow diagnosing the level of theoretical and practical training of the students and the results of their learning in the discipline.
3.20.11 It is recommended to determine the complexity of the exam task using DLT so that the average time of its execution is equal to one astronomical hour. For example, an exam task may contain 20 stereotypical test questions of varying complexity (estimated time for each task - 1 minute), two diagnostic open tasks (10 minutes), one open heuristic task (20 minutes).
3.20.12 The recommended total duration of the exam using DLT is 1.5 astronomical hours, which provides 30 additional minutes in case of unforeseen technical problems.
3.20.13 In case of unsolvable problems, the student must immediately inform the teacher via a certain communication channel (phone, Viber, etc.) with the required photo or video recording of the status of tasks and objective factors that prevent their execution. The possibility and time of re-taking the exam is determined by the teacher individually.
3.20.14 The results of students' answers to test questions are evaluated automatically in the DL system Mentor and are automatically entered into the electronic journal of group grades.
3.20.15 Open questions are evaluated directly by the teacher. After checking the open task, the teacher must make a comment to the student on the evaluation using the DL system Mentor.
3.20.16 The result of the exam is evaluated in points, which are written down in the electronic journal of group grades, and recorded in the paper examination sheet. The results of the exam are the basis for making a decision on the implementation of the students’ individual plan.
3.20.17 Retaking control works, assessments, tests, etc. is carried out within certain time limits, which are determined by teachers and recorded in the DL system Mentor. Retaking exams and tests is carried out individually according to the schedule of academic backlog resitting.
3.21. Certification.
3.21.1 Certification of students is aimed at establishing the compliance of their learning results with the requirements of the educational (scientific, educational and creative) program and/or the requirements of the qualifying exam program for the specialty. The certification ends with the announcement of the decision of the examination commission (EC), on the basis of which the University awards the student who has successfully completed the educational program at a certain level of HE, the relevant degree of HE and assigns the relevant qualification.
3.21.2 Certification of students in the Dual form of education is carried out using DLT in videoconference.
3.21.3 For certification of students in the form of the certification exam in the DL system Mentor, a DC with the name of the exam should be created, for example, “Bachelor's Certification Exam, specialty 035 “Philology””.
3.21.4 The course with the name of the certification exam must contain:
- working programs of the disciplines included in the certification exams on specialties;
- criteria for evaluating the students’ answers;
- reference materials to be used by students during preparation for the certification exam;
- video conference link for personal identification;
- complete exam tasks, provided with variability, using the DL system Mentor.
3.21.5 Pre-certification consultation using DL technologies must be carried out by video conferences according to the approved schedule of consultations.
3.21.6 30 minutes before the beginning of the certification exam, the personal identification of the students using a passport or a student card is carried out by videoconference, the link to which can be found in the course category.
3.21.7 The results of the students’ answers to test questions in the certification exam are evaluated automatically in the DL system Mentor and entered into the electronic journal of the group. Checking of open questions of the certification exam is carried out by teachers of the graduating department after the exam. After checking the open task, the teacher must comment on the grade to the student using the DL system Mentor.
3.21.8 For the theoretical and practical part of the exam, a grade is given on a 100-point scale, which is written down in the electronic journal of group grades, and recorded in the paper examination record list.
3.21.9 All examination tasks of the certification exam of a certain specialty are equivalent in their contribution to the general assessment of the exam. The final grade of the certification exam is the sum of points for each component of the examination task.
3.21.10 Repeating (re-taking) the certification exam in order to increase the grade is not allowed.
3.22 Certification as a qualification work.
3.22.1 Certification of persons as a qualification work using DL technologies is carried out only in synchronous mode (videoconference). It is recommended to record the certification process.
3.22.2 The evaluation of the results of the qualification work presentation is carried out according to the 100-point system of evaluation of the learning results adopted at the University.
3.22.3 Repeating the qualification work presentation in order to increase the grade is not allowed.
3.22.4 Certification of students as a qualification work using DL technologies is carried out in accordance with Article 6 of the Law of Ukraine "On Higher Education" according to the requirements given in Annex A.
3.23. Monitoring activities of the educational process in the Dual form of education should provide the following requirements:
- authorized access to the system of DL or other DL ICT;
- the ability to determine availability by time and execution time;
- objectivity of criteria for checking the results of performance with the active use of automated means of assessing knowledge, skills;
- the possibility to store learning results;
- variability of monitoring activities using algorithms of random choice of knowledge.
3.24. If necessary, all monitoring activities for the Dual form of education can be carried out in accordance with the curriculum and work programs of disciplines remotely using DL system Mentor or other ICT, including video conferencing, provided that the student is identified.
4. Providing distance education
4.1 The quality of learning using DL technologies is ensured by the appropriate level of personnel, regulatory, organizational and administrative, scientific and methodological, technical, logistical and financial support.
4.2 Scientific and pedagogical workers, administrators, methodologists and other workers providing Dual form of education, must have special training in the area, for which at least once every 5 years they should undergo training (in-person or remotely) in the Department of Postgraduate Education of the University (at least 108 academic hours) with a certificate of advanced training.
4.3 Organizational and administrative support provides for the use of DL in all disciplines and types of students’ educational activities in accordance with the curricula for training specialists and work programs in academic disciplines.
4.4 The educational process in the Dual form of education is organized in accordance with the current regulations of the University and the following requirements.
4.4.1 Providing for each discipline with appropriate web resources recommended by the department, which is assigned to teach the discipline, for their use in the educational process.
4.4.2 Modules are carried out by teachers after the completion of the modules content (according to the work program) using DLT training in accordance with the approved schedule of the following means of control: writing tests, oral examination, testing, control tasks, etc. The results of the current remote control of students and their performance of practical individual tasks are also taken into account.
4.4.3 Standard hours for accounting of educational and methodical work of research and teaching staff organizing educational process in the Dual form of education at University are stated in the Regulation "Standard hours for planning and accounting of the work of research and teaching staff organizing educational process during distance learning".
4.4.4 The organization of learning using ICT, DL must ensure to the students the opportunity for teacher’s feedback, which is provided by the use of various forms of consultations, forums, chats, messages, etc.
4.4.5 Scientific and methodological support of DL includes:
1) Guidelines (theoretical and practical) for the development and use of pedagogical and psychological, informational and communicational DL technologies. Guidelines for the use of web resources should include the following information:
- how, in what sequence and in what time frames DC should be studied;
- conditions for passing current and final testing, performing practical and laboratory work in disciplines, evaluation criteria;
2) criteria, means and systems of DL quality control;
3) informative, didactic and methodical content of web resources (DC), curriculum, educational process planning documents;
4) lecture materials:
- in the text form no less than 40,000 characters (1 printed sheet) for 1 credit of the discipline;
- in the form of video materials (with the appropriate duration: one academic hour - 35 minutes);
- in the form of presentations (with or without audio).
5) tests for all types of knowledge control level (self-control, current and final control), no less than 25 test tasks for each topic;
6) practical tasks with recommendations for their execution in full compliance with the curriculum;
7) glossary of educational material terms;
8) bibliography and links to electronic libraries;
9) DC, which combines web resources of the academic discipline (program) mentioned above in a single pedagogical scenario;
10) other educational resources.
The list of web resources of academic disciplines required to provide DL is determined by the departments depending on the profile of the academic discipline and in accordance with the curriculum and work programs of academic disciplines.
4.6 The system support of the DL includes:
1) hardware (personal computers, network equipment, uninterruptible power supplies, servers, equipment for video conferencing, etc.) that provides the development and use of web resources for educational purposes, management of the educational process and the necessary types of educational interaction between the DL parties in synchronous and asynchronous modes;
2) informational and communicational support with channel capacity, which provides all DL parties of the University with 24-hour access to web resources and web services for the implementation of the educational process in synchronous and asynchronous modes;
3) general and special purpose software (including for persons with special needs), which must be licensed or based on open source software products;
4) DL system Mentor, which contains web resources of academic disciplines.
4.7. The material and technical support of the Dual form of education, necessary for the creation and maintenance of the web environment, is provided by the purchase, installation and maintenance of computer equipment and means of communication by the University.
4.8. The material and technical base of the University and its structural units as well as personal hardware of the students is used in the Dual form of education. Acquisition and maintenance of hardware, informational and communicational support for Internet access and web services that provide DL in synchronous or asynchronous modes, is carried out at the expense of the owner of these resources, namely: the University, its structural units, students. Web resources are developed at the expense of the University.
5. Final regulations
5.1 The regulations are approved by the Academic Council of the University and put into effect by order of the University Rector.
5.2 The control over the implementation of the Regulations is carried out by the officials of the University within the limits of their powers, defined in the job descriptions.
5.3 Changes and additions to the Regulations are considered and approved by the Academic Council of the University and put into effect by order of the University Rector.
Annex A
The modalities for qualification work presentation in the DL system Mentor
1. Qualification work (QW) presentation is carried out orally with mandatory identification of the student and constant monitoring by the EC for compliance with the procedure and the modalities for the QW presentation.
2. The organization and procedure of the EC is carried out in accordance with the Regulations "On the establishment and organization of the examination (certification) commission" at the University СУЯ.ХАІ-НОВ-П/ООІ :2020.
3. No later than six months before the presentation, the employees of the graduating department responsible for the DL create a "Qualification work" course in the category of the department, in which they upload all educational and methodical materials necessary for writing QW: guidelines for the performance of the QW, requirements for formatting the text of the explanatory note, title pages to the explanatory note of the QW, samples of the text of abstracts, samples of the review of the QW, application form for originality of the QW and other documents.
4. No later than 30 calendar days before the QW presentation, the department must approve the schedule of pre-presentations and presentations and place it in the "Qualification work" course sending notifications to the students’ personal email and using communication in the DL system Mentor.
5. No later than 30 calendar days before the QW presentation, the responsible employee of the department in the "Qualification work" course creates "Tasks" in the form of elements of the course:
- "Pre-presentation" resource;
- "Explanatory note of the QW and PowerPoint presentation" resource, which includes a downloaded file with an explanatory note to the QW, explanatory note presentation file, review, review by the supervisor, admission to the QW presentation from the head of the department, application form for originality of the QW, certificate of educational achievements from the dean's office, submission from the dean's office;
- resource "Videoconference" (BigBlueButton, link to Meet or Zoom) for online pre-presentation and presentation of the QW.
6. No later than two weeks before the start of the work of the EC on QW presentation, pre-presentation of the QW is carried out with the participation of the pre-presentation commission.
7. The day before the QW presentation, the students are informed of the exact time of the QW presentation and instructions for working in videoconferencing, the rules of work in videoconferencing using the DL system Mentor and they are duplicated to the personal e-mail of the Students.
8. In order to pass the pre-presentation of the QW, the student should: prepare a PowerPoint presentation, report, upload the QW explanatory note, PowerPoint presentation and report to the "Pre-presentation" resource at least two calendar days before the pre-presentation.
9. Members of the commission on pre-presentation of the QW check the QW explanatory note, PowerPoint presentation and write comments and remarks in the DL system Mentor.
10. On the day of the QW pre-presentation:
- the student enters the personal account of the DL system Mentor and follows the link to the videoconferencing platform to keep in touch with the members of the commission on the QW pre-presentation;
- one of the members of the commission on the QW monitors the connection of the students to the conference and in case of the absence of some students contacts them by calling their telephone numbers that were previously provided to them; provides consulting assistance to the students to eliminate
- merging connection problems.
11. On the day of the QW pre-presentation, students and members of the commission on the QW pre-presentation are registered in the conference, check the technical connection of all the students and members of the commission half an hour before the conference. One of the members of the commission announces the rules of pre-presentation and invites the students for pre-presentation one at a time.
12. The student identifies their identity using a passport or student card and demonstrates the PowerPoint presentation for the QW, accompanied by an oral report, answers questions from commission members, records comments to further troubleshooting before the QW presentation.
13. After completing the survey of all students, the pre-presentation commission records the results and announces to the students that they are admitted/not admitted to the QW presentation.
14. The students who are admitted to the QW presentation:
- make changes in the QW in accordance with the comments of the commission members and download the final version of the explanatory note and PowerPoint presentation to the personal account in the "QW Explanatory note and presentation" task;
- send the QW explanatory note to the e-mail of the reviewer to write a review of the QW.
15. The person responsible for plagiarism at the department checks the text of the QW explanatory note in the "Antiplagiarism" system, signs the certificate "On plagiarism", scans it and uploads it to the "Explanatory note to the QW and presentation" resource in the DL system Mentor or informs the student about the need to finalize the explanatory note.
16. After checking the QW explanatory note, the reviewer writes a review of the QW, scans it and sends it to the student’s e-mail address.
17. The student uploads the following files to the "Explanatory note to the QW and presentation" task resource:
- an explanatory note file;
- an explanatory note presentation file;
- a review file;
- a file with the review by the supervisor;
- a file with permission from the head of the department;
- a file with the application form for originality of the QW
- a file containing a certificate of educational achievements from the dean's office;
- a file containing a submission from the dean's office.
The full package of downloaded documentation is the basis for the admission of the student to the QW presentation.
18 48 hours before the QW presentation, the secretary of the department forms a list of students admitted to the QW presentation, uploads the "Qualification work" course to the "Announcements" section and notifies the students and EC members by e-mail about the time of the QW presentation.
19. On the day of the QW presentation half an hour before the presentation:
- students log in to the personal account of the DL system Mentor and follow the link to the videoconference to keep in touch with EC members;
- the EC secretary monitors the connection of the students to the videoconference and in case of the absence of some students contacts them by calling their telephone numbers that were previously provided to them; provides consulting assistance to the students to eliminate emerging connection problems.
If the connection problem is not resolved within 15 minutes, the student will be notified by phone that the QW presentation is postponed to a later date. When confirming a stable connection with all students, the EC president introduces all members of the EC, informs everyone present of the EC rules of procedure.
20. In case of technical failures in the equipment due to the student’s fault more than twice and lasting more than 15 minutes, the EC reserves the right to cancel the meeting with this particular student, which is drawn up by all members of the commission. The drawn up act confirms the fact of non-appearance for the QW presentation for a good reason and is the basis for the rescheduling of the presentation to a later date.
21. The EC president invites the student to the QW presentation. The student identifies their identity using a passport or student card and demonstrates the PowerPoint presentation for the QW and accompanies it with an oral report, answers questions from the EC members.
22. After completing the survey of all students, the EC conducts a discussion of the presentation and announces all grades.
23. The secretary records the course of the QW presentation in the protocols of the EC meeting. The EC meeting is formalized in the protocol in the prescribed form, which should reflect the results of the QW presentation (traditional rating scale and grades), the decision of the EC on awarding the student a qualification in the relevant specialty (educational program) and educational degree and issuing a diploma (with or without honors) as well as recommendations on the participation of the QW in tenders or the introduction of its materials into production. The EC can give a recommendation to the student for the degree of Doctor of Philosophy at the third level of higher education.
24. The supervisors of the students’ QW enter the grades in accordance with the protocols of the EC meeting in the DL Mentor system in the "Explanatory note to the QW and presentation" task.
25. After successful QW presentation the student submits to the executive secretary of the department in paper form the following documents: explanatory note, presentation, review, review by the supervisor, admission to the QW presentation from the head of the department, application form for originality of the QW, certificate of educational achievements from the dean's office, submission from the dean's office.
The QW explanatory note is stored in the University Library. Storage of the QW explanatory note is carried out in accordance with the requirements of the instructions of the University "Instructions on record keeping".
Annex B
Explanations and clarifications regarding the norms of the regulation
"On distance education at National Aerospace University"
on conducting classes using distance learning technologies for students of all forms of education
during quarantine or other restrictions on attending classes at the University

Protocol No. 5 from December 23, 2020
Explanations and clarifications are developed in accordance with the Law of Ukraine "On Higher Education" and the regulations of National Aerospace University KhAI "On distance education" and further emphasize the need for procedures for organizing classes using distance learning technologies. The specified procedures are applied for the duration of restrictions on attending classes at the University for students of all forms of education and include the following:
1. The whole set of educational and methodological support for each discipline of the relevant educational programs must be placed in the automated distance learning system Mentor no later than three days before the beginning of the semester.
2. Learning is carried out on schedule and in accordance with the approved curriculum of the educational process.
3. Lectures and practical classes are held synchronously on schedule. Conducting classes in a synchronous mode involves conducting them exclusively in video conferencing mode. Additional material can be processed by the student independently in an asynchronous mode.
4. In order to monitor the organization of the educational process and assess its quality, as well as to organize a clear system of interaction between teachers and students, each teacher is required to place in the Mentor system an electronic link to each lesson to be conducted by videoconference, or schedule classes using such links for each discipline he or she teaches.
5. All students must have a corporate mailbox, the address of which is both the profile of the personal account in the Mentor system and the account of the PILOT educational process support system.
6. Students are required to enter their personal accounts in the Mentor system every day on schedule, participate in online classes and complete assignments for individual work.
7. Provided that the teacher fulfills paragraphs 1 and 4 of this order, students are considered to be informed of the schedule and requirements of a particular teacher.
8. If it is impossible to attend online classes, students are obliged to notify the teacher in advance, in any convenient way.
9. Teachers record the class using the tools provided by the relevant video communication system. The teacher is obliged to inform all participants of the videoconference about the recording, by posting the relevant message in the Mentor system and orally before the recording.
10. The teacher must enter the distribution of points in the Mentor system and, if necessary, adapt the relevant control methods and evaluation criteria to ensure the automated operation of the electronic journal, which is a component of the system. Data on the students’ attendance and their academic performance must be entered in the electronic journal of the PILOT system (manually or automatically).
11. No later than two days before online classes (lectures, seminars, practical classes) the teacher must check the availability of all necessary basic and additional materials in the Mentor system.
12. In accordance with paragraph 7 of Article 35 of the Law of Ukraine "On Higher Education" the head of the department ensures the organization of the educational process (which includes using distance learning technologies), implementation of curricula and programs of disciplines, monitors the quality of teaching disciplines, educational, methodological and scientific activity of teachers.
13. Deans organize daily monitoring of the implementation of teaching assignments by teachers and form a report on the facts of non-fulfillment or improper execution of such assignments. The report on the results of monitoring is submitted to the learning and analytical department every week, until 4 pm on Friday.
14. Vice-deans organize monitoring of students’ attendance of online events (lectures, practical classes, seminars, etc.).
Also, the specified activities are carried out in relation to foreign students. The attendance of Ukrainian-speaking students is checked by the relevant deans' offices of 1-7 faculties, and English-speaking employees of the dean's office of the faculty №8, and English-speaking students are checked by the staff of the dean's office of the faculty №8.
Reports are provided to the deans of the relevant faculties for prompt response to the fact of students skipping classes.
